Is political power satanic?

Luke 4 wrote:The devil led him up to a high place and showed him in an instant all the kingdoms of the world. And he said to him, "I will give you all their authority and splendor, for it has been given to me, and I can give it to anyone I want to. So if you worship me, it will all be yours."

Jesus answered, "It is written: 'Worship the Lord your God and serve him only.'"

It is interesting that Jesus did not rebuke the devil by saying "the authority over the kingdoms of the world does not belong to you!" So, by rebuking the devil for the worship, does that mean Jesus implicitly approves of the devil's claim to authority over all the kingdoms of the world? Is political power satanic? If so, what do we do with Romans 13?

He's also called the "prince of this world." I've argued here before that Romans says God established the institution of government rather than all governments specifically/individually.

And Satan doesn't say he has authority over all kingdoms. Rather, he can put a certain person in power.
